I  am shooting for a mailing date of 1 march.  

From then the time line reads:
15 APR - Balloting group closes (45 Days after mailing)
15 MAY - Ballot ready to mail from the IEEE (1 month lag usually)
15 July - Ballots returned deadline (60 Days from mailing or 75% return)
<if no major comments> 
    then you can submit for the Aug 5 deadline of the sept stds meeting
    -> Which would give you approval by Oct for ITC.
<since there will be comments>
    then you will spend 1 month resolving the comments (15 Aug)
    One Month mailing resolved ballot (15 Sept)
    One month for further comments (15 Oct)
    -> completed in Time for the nov 5 deadline for the Dec Stds meeting
    Which would mean approval prior to the end of the year.
