Meeting Minutes

IEEE PES Summer Meeting, Denver, Colorado
Monday, July 29, 1996, 1:00 - 5:00 PM

The meeting was called to order by Larry Ray, Chairman. Attendees were asked to identify themselves and sign the attendance list. (Copy attached)

The minutes of the January 22, 1996 meeting were approved as submitted.

Old Business:
· Tim Unruh announced that the P1433, Working Group for Glossary of PQ Terminology, meeting would be held on Tuesday, July 30, 1996 at 8:00 AM. All interested persons were invited to attend. There is a strong link between the 1159 working group and the 1433 working group since IEEE Std. 1195-1995 is the latest published repository for Power Quality definitions.

· Larry explained the format of the day, being that of a brief introductory meeting of Std. 1159, followed by one hour meetings of each of the three task forces under 1159. A wrap-up session of Std. 1159 will conclude the agenda.

New Business:
· François Martzloff briefly discussed the concept of shifting from measuring surge voltages to measuring surge currents as a means of characterizing the electrical environment. This change has become necessary due to the large number of varistor-based surge protective devices (SPD’s) now present in low voltage systems. A copy of the paper, Surge Recordings That Make Sense: Shifting focus from voltage to current measurements, is attached to these minutes.

· Larry Ray indicated to the group that this task force will be the repository for comments on IEEE Std. 1159-1995.

· Concern was expressed that IEEE Std. 1159-1995 is not well known. It was suggested that articles discussing 1159 might be submitted for inclusion in existing publications. Anyone interested in doing so should contact either Larry Ray or Dave Vannoy.

There being no further business, the meeting was adjourned to reconvene at the conclusion of the 1159.3 meeting.

Subsequent to the 1159.3 meeting, the 1159 task force was reconvened by Larry Ray. Action items from the three task forces were reviewed by Dave Vannoy. There being no further business, the meeting was adjourned.

Task Force on Recorder Qualification and Data Acquisition Requirements for Characterization of PQ Events

The meeting was called to order by Denis Ruest, acting chairman and attendees were asked to sign the attendance list for 1159.1.

Denis open the floor for discussion of the Title and Scope of the task force as distributed and attached to these minutes.

Discussion ensued on whether the target of this effort should be an IEEE Guide, or a Recommended Practice. It was Moved, Seconded and Carried (M/S/C) that the document this task force is preparing, for the moment, be considered a Guide. Several proposed objectives were discussed including, providing a standard for certification of PQ instrumentation, a means for the user to understand what capabilities a particular instrument has, i.e., what kinds of instruments are good for what kinds of events, and what data is needed to characterize a PQ disturbance.

After further discussion of the above, it was (M/S) to limit the document to data acquisition attributes necessary to characterize the electromagnetic phenomena in IEEE Std. 1159-1995, Table 4.2.

It was M/S/C that the document of task force 1159.1 be titled, Data Acquisition Attributes Required for Recording PQ Events. J. Koepfinger recorded his opposition to this vote.

It was M/S/C to add, “based on events listed in IEEE Std. 1159-1995, Table 4.2” to the Scope. Additional wordsmithing of the Scope will be continued outside the task force meeting in order to prepare a PAR for submittal to IEEE.

3. Long Duration (RMS) Variations - Cheri Warren

Task Force on Characterization of a Power Quality Event Given An Adequately Sampled Set of Digital Data Points

IEEE PES Summer Meeting, Denver Colorado July 29, 1996, 2:30 - 3:30 PM

The meeting was called to order by Larry Morgan, chairman and attendees were asked to sign the attendance list for 1159.2.

Larry reviewed the progress to date on the task force Scope, and Purpose. See attached handout. He then introduced two presentations, the first by Serdar Tunaboylu, and second by Randy Collins. The first presentation discussed the shortcomings of RMS characterization of voltage sags. The second, provided empirical data on the response of a NEMA 1 contactor to voltage sags, specifically examining the results of phase shift and the point on wave at which the sag is initiated.

Following the presentations Larry poled the attendees regarding voltage sag characterization. It was the majority opinion that additional parameters are needed to characterize voltage sags.

Task Force on the Transfer of Power Quality Data

Meeting Minutes

IEEE PES Summer Meeting, Denver Colorado July 29, 1996, 3:30 - 4:30 PM

The meeting was called to order by John Csomay, chairman and attendees were asked to sign the attendance list for 1159.3

John proceeded to place a copy of the task force Scope and Purpose on the video projector and began the process of wordsmithing. The results of this process, once they are coordinated with the other task forces, will be used as the basis for the 1159.3 PAR. A copy of the Scope and Purpose as proposed is attached.

Erich Gunther indicated that a proposal for PQ data interchange format is available on the PQ Network.
