Minutes from P1159.1 PQ Measurement & Characterization Task Force : Monday,  July, 22, 2002

 

OVERVIEW

 

Randy Collins, chair of 1159, opened the Summer 2002 meeting of the IEEE 1159.1 TaskForce on July 22, 2002 at 15:00 in the Palmer House Hilton, Chicago, Illinois, with a communication from Alex McEachern, chair of 1159.1, that he was unable to attend this meeting, and was resigning as chair of the task force.  Randy requested that the secretary of 1159 forward the 1159 committee’s thanks to Alex for his efforts.  The history of the taskforce and its efforts and directions since the first meeting in 1996 were reviewed.  The revised PAR that followed the combining of 1159.1 and 1159.2 is set to expire in a year.   Given all of that, the need to move forward with a new chair person was emphasized.  Charles Perry, of EPRI PEAC, was approved by the unanimous vote to replace Alex.

 

The discussion focused initially on the adopting IEC 1000-4-30 (which is through most of the IEC balloting and approval process) as the basis and put a “wrapper” around it with noted exceptions and additions.  Comments ranged from “the rest of the world will be using it” --to-- “it is better than nothing” --to-- “why should we put our approval on something full of holes”.

 

The suggestion was then made to focus on one section that would have the most compatibility and utilize the efforts from the 1159.2 taskforce on characterization of sags.  Section 5.4 of the 1000-4-30 was reviewed and the measurement requirements were outlined, relative to the 2.0 element of the IEEE 1159 Table of PQ Phenomena called Short Duration RMS Variations.  This information will be combined with the last 1159.2 documentation and forwarded to the taskforce in August for comment.

 

It was also suggested and approved to change the use of p.u. to percent, in another effort of harmonization with the IEC.  Lastly, as there is no equivalent effort in an IEEE commitment on the measurement requirements of harmonics, the adopting of IEC 61000-4-7 will be closely reviewed and reported by E.Gunther.

 

Next task force meeting will be in LasVegas at the T&D meeting in January 2003.  Meeting was adjourned at 17:00.
