P1159.2 PQ Event Characterization Task Force : Monday, July 19, 1999
OVERVIEW
Larry Morgan of Duke Energy convened the P1159.2 Task Force meeting on Monday, July 19 1999, at 13:25 in the Shaw Angus room of the Sheraton in Edmonton. Twenty (20) members were present. All Action Items from that meeting were completed. The final draft is posted on the www site, http://grouper.ieee.org/groups/1159/2/index.htm. Comments should be sent before August 30th, at which time editorial revisions will be undertaken.. Larry Morgan's e-mail address is rlmorgan@duke-energy.com
DISCUSSION
The minutes of the Summer meeting were unanimously approved as posted on the www site, with two editorial corrections (E.Gunther moved, G.Hensley seconded.) Larry reviewed the balloting process, which begins with the finished draft. Comments on the existing draft should be submitted to Larry via e-mail by August 30, 1999, including the existing text and the proposed revisions. Larry will forward all received comments and additional proposals to the members asap. A balloting group will be put together at the SCC-22 meeting on Wednesday. A 75% return of the mail ballot (<30% abstaining) is required to move on. Any negative ballots must be addressed and then re-balloting. The package (eight items including responses to the negative ballots) must be submitted to Rev Com for approval.
The draft has been revised with additional material, including the sources of the characteristics (i.e. what causes phase shift). A recent e-mail from Dave Mueller on phase shift sources was reviewed. Additional material is still needed, including additional test waveforms to be supplied by various members. It was determined that there are no existing IEC standards with which to harmonize. Matt Bollen? will submit material on "A Method for Characterization of Three Phase Unbalanced Dips". Inclusion of generic algorithms needed to produce required outputs, not exact source code, was discussed as important for gaining approval.
The next meeting will be in Las Vegas (not the scheduled Singapore location), at a to-be-announced date and time following the official winter meeting. Meeting was adjourned at 14:30.
