Monday, February 3, 1997

The P1159.2 Task Force meeting was called to order by the chairman, Larry Morgan, at 2:30 p.m. on Monday, February 3, 1997, in the West Ballroom of the New York Hilton in New York City, New York.

· Attendance: 42
· The minutes as posted on the Web site were approved.
· Agenda was presented and approved.

Subjects:

· Presentation 1 on voltage sag indices of the missing voltage concept from Randy Collins, Clemson University. This indices allow statistical quantification of phase shift and point on wave of event initiation, recovery along with traditional Magnitude and Duration. Additional work to focus on three phase relational quantities.

· Presentation 2 on lost productivity due to power quality events from Martin Seifect, Allen Bradley. This presentation focused on event based accounting which records production line volumes ,cost and quality levels and associates variations with mechanical, material, operator, environmental, and power quality. This information is accumulated through industrial Lan systems which "could" talk to UCA(utility communication architecture). Much of the information is related to RPM and Torque variations in the production line operation profile. 60% of the installed industrial base operates over one of 4 industrial LANS.

· Larry generated discussion on the characteristics of power quality from the users point of view. Each piece of equipment has its own definition of what power quality is. The automated industrial facility architecture is moving more to local intelligence with power supplies at each sensor, actuator, drive, plc with production profile actions, faults, and variations from the proscribed profile transmitted from device to device by communication LAN’s. As Harmonic improvements reduce power supply ridethrough by lowing the necessary ripple capacitor value on the DC link ; the susceptibility of systems will become more critical.

· The usefulness of the missing voltage concept was discussed as a universal indices.

· Larry extended to the members present to use the web site to offer suggestions as to the direction and depth in how we characterize power quality.

· Strawman draft to be on the web by the end of march 97 under the //stdsbbs.ieee.org group 1159.2

· Input to the draft will be by the Web by inserting the draft # and page # and paragraph #. These comments will then be accumulated and discussed at meetings and through a two week email discussion before draft changes are approved and submitted by the chairman to the Web site.
