Portland Minutes of the Interest Group on PQ Waveform Characterization

Panel Session was held Thur 9AM with 94 in attendance During the Panel session an organization session was advertised for 1pm..

At the organization session 29 attended:
1. Larry Morgan was elected chairman (pending company approval ...which has since been granted ) tim ...va power secretary
2. The work is seen as one of four taskforces under the p1159 rechartered Working Group under SC22 ( IF p1150 revises scope to include “monitoring of power quality” with TF’s on definitions, waveform characterization, common data bases, and appropriate monitor sample rates for different PQ events)
3. A roundtable was held for input from each person present ..a synopsis of the topics put forth follows:

A. Definitions shall conform to p1159 and emerald book and revisions of definitions taskforce.
B. magnitude vs time vs phasor vs ? what are the other sides of the event picture
C. Need NIST traceability for customer/utility contract metering
D. How many events to start on... Vote around the table showed 26 of 29 prefer Sag characterization, 2 for capacitor switching, consensus to use SPD and other sources for other PQ events
E. Consensus to send in PAR
F. Use of prefault or nominal or rolling average voltage as reference
G. Boxes of Events: rms,transients,harmonics
H. Direct toward value to equipment computability designer, manufacture, system integrator
I. Customer monitor vs Utility monitor software interpretation compatibility and sample rate compatibility
J. Must talk the End Users “language”
K. Need this NOW , release through a paper ?
L. Low cost vs high cost instruments/software
M. More than one thing in an event .. may have several names and subevents
N. Revenue meter accuracy needed ??
O. Instrument manufactures need consistency to develop market for PQ instruments.
P. Unbalance measurements steady state and high to low during and event not the same thing .. need to relate to equipment
Q. Need to “feed a standard set of analogue events” into a meter and get a standard evaluation out such as is done with fault recorders
R. three area’s: data acquisition; characterization; set of sample waveforms
S. In the meter characterization vs out of the meter characterization ... Does the meter transmit “raw data points or characterizations” effects memory; processor capability; data transmission cost ; etc.
T. Use linguistics’ or some other pattern recognition as a go by for developing standard
U. Line to line or line to ground or ?
V. Comtrade for fault recorders as a go by ?
W. Plots and presentations of characterization ... how to

I submit this to the P1159 and SC22 committee as a first step in developing a Characterization taskforce under the rescoped P1159.

Our Next meeting is in conjunction with the IAS Orlando meeting October 9th.. Date requested is Tue oct 10th 2:30-4:30 ... I will be attending the IAS PQ subcommittee at 3:30 - 4:40 on Monday to encourage interest..

I have taken the mailing list from the attendees at the Portland meeting and anticipate to add to the list in Orlando .. Please advise of status of P1159 and The Four taskforces proposed.
