OVERVIEW
Larry Morgan of Duke Power convened the P1159.2 Task Force meeting on February 2, 1998, at 14:55 in the Pasco Room of the Westin Hotel in Tampa, FL. The attendance list was signed by 18 members. Following approval of the minutes posted on the web, discussion moved to the straw draft, which L.Morgan displayed for all to review and comment. The time period for submittal of the standard to the Standards Board is rapidly coming to an end.
DISCUSSION
The discussion focused on reviewing this first draft on characterization of voltage sags and unbalance. The document has an outline as follows:
· Overview
· References
· Definitions
· Characterization of standard elements and algorithms
· Annex A - Algorithm RMS magnitude, duration, point on wave, phase shift and slew rate, HRMS, missing voltage, unbalance ratio, peak difference voltage, and, phase angle relationship
· Annex B - Effect of characterization elements on equipment
· Annex C - Sources of characterization elements
· Annex E - Example test waveforms
· Annex F - Bibliography.
The draft can be found on the IEEE site under 1159.2 under the group button. Draft access code is WG1159.2 and the password is 1159.2PW. Comments can be forwarded directly to L.Morgan, using the revision tool, so that the original plus the obviously-marked changes or comments are clearly visible.
There was discussion on:
· what sections are to be normative versus informative
..........L.Morgan so edited the draft
· additional test waveforms to be gathered and included
..........actively solicited from attendees
· definition of steady state parameters during this event/disturbance/fault/windows
.........."event" chosen for now and inserted before all algorithms
· how should "window" be defined
..........remains open for continued discussion.
· what is a nominal reference waveform.
..........remains open for continued discussion.
The membership list was circulated for attendance and attendee’s information updates. A copy of the draft was distributed, and the documentation also exists on the WWW site.
ACTION ITEMS
· Erich Gunther of Electrotek is to provide relevant IEC standards.
· Richard Bingham of Dranetz-BMI assigned as secretary to produce minutes
· Larry Morgan of Duke Energy to post minutes on WWW site after his review.
· Arsheed Mansoor of PEAC as chapter chairperson on what elements effect what type of equipment (Annex B)
· Dan Sabin of Electrotek as chapter chairperson on example test waveforms characterized (Annex E)
· Chairperson still to be assigned for sources of characterization (Annex C)
· Task force at large to provide comments on draft document, as well as submit additional relevant waveforms.
Next meeting will be in San Diego, at a to-be-announced date and time during the July 13-16 meeting week.
