8 September 1998 Burt Kaliski Chair, IEEE P1363 RSA Laboratories East 20 Crosby Drive Bedford, MA 01730-1402 Re: Hewlett-Packard's Intentions to Grant Licenses Related to "IEEE P1363: Standard Specifications for Public Key Cryptography" Dear Dr. Kaliski: This letter confirms Hewlett-Packard Company's patent licensing policy with respect to now-pending patent applications potentially covering the above-referenced standard. To the extent that subject matter covered by the claims of these applications is specifically called for by the "IEEE P1363: Standard Specifications for Public Key Cryptography," Hewlett-Packard Company will, for implementations of that standard, offer licenses under patents that issue from these applications and their foreign counterparts. Hewlett-Packard Company will offer such licenses on a reasonable and non-discriminatory basis to those intending to make, have made, use or sell products that are compliant with that standard. The only relevant patent application, entitled "Compression and Decompression of Elliptic Curve Data Points," is presently pending. Currently, there are no plans to file any foreign counterpart applications. You are hereby authorized to convey this understanding to other members of the IEEE P1363 working group and to the public in general. Yours truly yours, HEWLETT-PACKARD COMPANY Denny Georg Lab Director, Computer Systems Laboratory
