the Web site shortly.

The summary of changes is below; please see the "Ballot Response" document
for additional details.

Summary of Changes

Response to Ballot Comments

1. Validation of Domain Parameters and Keys (Ari Singer comment): Revise
D.5.1.6 as previously discussed.

Additional Changes

1. Weil Paring Algorithm: Correct the Weil pairing algorithm in A.12.2 of
IEEE Std 1363-2000, as previously discussed. 

2. Participant List: Add the list of active participants and other people
the Working Group would like to thank to the introduction.

3. Diagrams: A few typos in the various diagrams (Figures 2-12) have been
corrected.

4. EC Addition/Subtraction Typo (p = 3): Correct a typo in A.17.4.1, Full
addition and subtraction (p = 3).

5. NIST Recommendations on Key Management: Insert a sentence at the end of
the last paragraph of D.1 to point to NIST's recent recommendations on key
management.

6. TWIRL: Revise the last sentence of D.4.3.4 Note 1 to point to Shamir and
Tromer's TWIRL paper.

7. Hash Function Length: Update D.5.2.2.1 (from IEEE Std 1363-2000) to align
with the current use in IEEE P1363a of hash functions with outputs longer
than 160 bits:

8. Patent Information: Update the information in Annex F for Certicom Corp.
to reflect a November 6, 2002 patent letter.

9. Additional Updates to Bibliography: Update bibliography to reflect
publication data and revisions; add new references superseding the previous
ones; update lingering references in Clause 14 to [NIST-SHA-2] to point
instead to FIPS PUB 180-2 [B55]; update the last sentence of the third
paragraph of D.3.2 to reflect the new references; update the bulleted list
in E.1 to correct a previous error in its citations
