Approve study group agenda MOTION 1: Approve agenda. Proposed Stern, seconded Kaliski. Passed by acclamation. 2. Approval of August study group minutes and summary MOTION 2: Approve minutes and summary as amended. Proposed Brenner, seconded Stern. Passed Unanimously. 3. Update on status of study group Study group will cease to exist at the end of March. All decisions should be made by the end of the month. Currently the registry is the only item up for discussion. Are there any others? No other items raised. 4. Update on IEEE support for registry The IEEE is willing to provide resources to help us maintain the registry. There is some precedent with the ITS data registry for this. Singer has been waiting to hear back about any additional information they can give on this. They sound like they will give us a lot of latitude. 5. Registry process document David Stern announced that he is willing to serve as editor of the registry process document (in whatever form it becomes). David stern gave a presentation on proposed operating procedures for the public-key cryptography registry. Discussions ensued about how the registry process would work. The study group agreed that we want to go forward with the registry process. Process document may not need to be a standard. It could simply be guidelines for the operation of the registry board and P1363 working group. The P1363 working group wants to be the filter for submissions. Once it leaves the working group, it becomes official. Need to get in touch with IEEE to understand the requirements for this. ACTION: Singer to talk with sponsor and IEEE about starting work on the process document. Get answers to questions: 1) How will payment work? 2) Do we have to pay to look at the format document? 3) What are the IEEE restrictions? 4) Where will it be published? 5) How must balloting work? Is there balloting? 6) Does there have to be a public comment period? Forever? 7) Does the WG need to respond to comments on registry entries? The group looked at the ITS Data Registry (ITS Standard 1489-1999) as a basis for comparison. The ITS registry is password protected. The format document is a standard (e.g. standard for data dictionary). There are operating procedures for the working group (not a standard). There is a guide to using registry, which is a standard. The P1363 working group would like to serve as a moderator for comments and submissions for the public-key cryptography registry. ACTION: Singer to try to hold a vote in next week or two on registry process document intent to begin work. Ask sponsor about how to proceed. Put together a PAR for registry. Scope would include 3 items ñ process guidelines for registry, format for entries in registry, registry (maintenance of the registry is within the scope of the PAR). ACTION: Stern to review ITS registry for clues for how we will proceed and put together an outline after Singer has talked to IEEE for process document. 6. Discussion about other registry efforts Covered in section 5. 7. Discussion about other projects There are no additional topics to cover for the study group. There may be an issue if the vote on the registry cannot be completed before the study group expires. 8.
