IEEE P1363 Study Group for Future Public-Key Cryptography Standards Wednesday, November 15, 2000 NSA, Fort Meade, MD Meeting Summary: * The PARs for P1363.1 and P1363.2 have been submitted. * Role of the registry: - IEEE Standards Association seem supportive. - We need to establish what the relationship will be with other registry-like projects, such as NESSIE, Cryptrec, ISO 18033. - The registry might also be useful for bodies such as W3C's XML signature group. * Registry process document: - Process document will contain processes and criteria for adding, removing and reaffirming techniques. - We need to consider the naming of revised documents and potential backwards compatibility issues. - The process standard needs to consider legal or copyright disclaimers. * Registry format document: - We need to allow some flexibility for, for example, formatting of auxiliary functions which are of different type from the existing ones. * Scope, Purpose and Examples document - The document was considered a useful basis for discussion. - We might consider having a separate "recommended techniques" document to avoid implying that an entry in the registry is endorsed by the working group. * Singer to put out a call for volunteers for the registry documents (not the registry entries). * Singer and Kaliski to direct mailing list discussion of the purpose and scope. * Solinas will put a section about the registry on the website once he has a document to link to. * Singer to put together PAR for the next study group meeting. * At the next meeting, the study group will consider the PAR for the registry and subsequently dissolve. There may be a teleconference to ensure that the PAR is completed in time.
