IEEE P1363 Meeting Summary

* Reviewed proposed By-laws and agreed on several changes.
  By-laws, which would take effect September 1 and would
  provide for elections of new officers in September, will
  be posted for approval by electronic vote.

* Agreed to a proposal of limiting P1363a project and
  considering new projects. P1363a project will be limited
  to supply the "missing parts" of P1363, such as EC/DL
  encryption schemes and additional signature schemes. An
  example of a potential new project is one on key and
  domain parameter generation and validation.

* Reviewed DL/EC encryption schemes and agreed to adopt an
  ElGamal "framework" where message is combined with a
  shared secret value. Strong recommendation that combining
  operation either include message formatting (not yet
  determined; OAEP is one candidate, IBM swizzle is another)
  or key derivation followed by symmetric operations based
  on DHAES/ANSI X9.63 ECAES

* Reviewed IF signature schemes and agreed to make
  recommendation to include the FDH, PSS and PKCS1 encoding
  methods for IFSSA, and the PSS encoding method for IFSSR

* No significant discussion of IF encryption schemes or
  DL/EC signature schemes

* No discussion of key agreement and identification schemes
