[P1363:] 1363.3: Comment process

Hi List,

This thread is to discuss the process for comments on the current draft
of 1363.3.

We're going to have a 30-day comment period on the draft, ending on July
31st.

I will shortly post on the website an IEEE comments form as a CSV
(Excel-openable) spreadsheet. Comments should be entered into that form
and then sent to myself and to Luther Martin, martin@xxxxxxxxxxxx If you
want to send comments before I post the spreadsheet, simply send them by
email to the list. Comments should identify:

* Clause number
* Page number
* Line or figure number, if relevant
* Whether the comment is editorial or technical
* The issue to be addressed
* A proposed fix.

Following the 31-day comment period we'll publish the consolidated
comment sheet.

Once the comment period is over we'll have an e-vote on the techniques
to be included in the standard. My current inclination is to have a
separate vote on each technique that's currently included, with each
technique needing the standard 2/3 YES out of all votes cast and 50% YES
out of all working group members eligible to vote. I'm open to
discussion on this and I'd be happy to do things differently if there's
consensus on the list as to how to do it.

Luther will then incorporate the comments (and remove any techniques to
be removed) before our August meeting, which we anticipate will be on or
about August 21st.
