[P1363:] 1363.3: Inclusion of other techniques?

We had the following discussion at the meeting:
* Are there any other techniques that need to be included?
* BLS, BB signatures? Should they be included in their own
right? Should they go in a 1363.3a?
* It was suggested that HIBEs should be defined for all 3 main
encryption schemes
- a comment was made that HIBE achieves CCA security without the
need for Fujisaki-Okamoto hence HIBEs are desirable
My sense (with my personal hat on, not my Chair's hat on) is
that the submission date for 1363.3 passed some time ago and
1363.3 should not be considering new techniques at this point,
thought it can consider modifications to the current techniques.
HIBEs are a different matter; in a sense, they're an encoding
technique rather than a scheme. I'm open in principle to including
them in the standard, if there's support on the list and if
someone's willing to provide the text. After some discussion this might
be an appropriate subject for an e-vote.
I'm also open to starting a PAR for a 1363.3a to include pairing-
based signatures if there's interest.
