[P1363:] Notes from 1363.3 discussion
Hi List,
Below are the (rawish) notes from the 1363.3 discussion at the meeting
last week. Please reply to this mail if you want to correct the notes
(in other words, if the notes themselves are inaccurate or incomplete).
I'll start separate email threads for the specific discussion topics
raised.

* Allow 30+ days for comments on the draft, to 31st July
* Are there any other techniques that need to be included?
* BLS, BB signatures? Should they be included in their own
right? Should they go in a 1363.3a?
* Discussion of inclusion criteria. It might make sense to limit
the standard to those techniques that have been implemented: BF,
BB, SK. 1363 has traditionally been inclined to accept schemes
that fill gaps in lists of techniques.
* Nigel's comments (via email) were broadly summarised as wishing to
make the standard more abstract (by allowing a choice of pairing in each
scheme.) It was noted that this is desirable so as not to restrict the
use of a particular pairing, e.g. the efficient Ate pairing, but that we
did not want the standard to become too abstract: this might lead to
difficulties in implementation and interoperability. It was concluded
that, where possible, the schemes will be written so that a choice of
pairing can be used.
* It was suggested that HIBEs should be defined for all 3 main
encryption schemes
- a comment was made that HIBE achieves CCA security without the
need for Fujisaki-Okamoto hence HIBEs are desirable
* Why does the Proxy Re-encryption scheme use exclusively BB2?
- Should BB2 be a primitive?
- Can any of the 3 main encryption primitives be used?
