BLS, BB and ZSNS signatures are not identity-based (hence I can't say whether
they fall within the scope of 1363.3a or not), yet they do have nice
applications due to their short length and other features like the ease of
aggregating signatures. As a small example, the government of the State of São
Paulo in Brazil adopted BLS signatures in 2002 for tax payment authentication
because of their compactness (at the time I was part of the team responsible
for elaborating the standard). I've asked the authors of BLS and ZSNS about IP
issues, and they stated that neither is patented (I can't say for sure the
status of BB, though).

In my opinion it would be a pity to leave this topic out, but as I said, they
are not identity-based techniques.
