Hi Luther,
I would say that for this change it's sufficient to make a statement
that you intend to make the change and see if anyone objects on the
list. If there are objections from WG members we should have a vote; if
not we can go ahead and make the change.
Nigel asked who will write the implementation section he described -- do
you know who that would be? Obviously, if we can't find anyone to do the
writeup, that affects the decision.
