[P1363:] Website updates, bylaws, and proposed motion

Hi list,

I've updated the record of recent electronic votes on the
website:
http://grouper.ieee.org/groups/1363/WorkingGroup/evotes.html

I've also updated the bylaws in accordance with E-MOTIONS 2005-01
and 2005-02:
http://grouper.ieee.org/groups/1363/WorkingGroup/bylaws.html

As was pointed out at the time, E-MOTION 2005-01 made the 
final paragraph of the Electronic Voting Procedures section 
of the bylaws inconsistent with itself. I'd therefore like
to propose the following motion, and call for seconders:

  PROPOSED E-MOTION:

  Amend the bylaws as follows: Delete the sentence "The quorum 
  for an electronic vote shall be 10 or one half of the eligible 
  voting body, whichever is less." from the third paragraph of
  the section on Electronic Voting Procedures, Article 4.
