[P1363:] Membership update

I'm in the process of updating the membership list following the
December teleconference. Full details will be posted to the
website shortly. Since I'm about to call three e-votes, I wanted
to note for the record that no-one's membership status changed
as a result of the teleconference and the list of voting members
