Changes to D10

TRC files on web site
WG decided to put another column in the TRC index to indicate < UnderReview >
WG discussed putting contact email address on each file and decided not to (due to concerns over spamming)
WG had long discussion on the roles of extension designators (Design, DCLevels, etc.) vs. the subset designators (BasicPattern, DFTPattern, etc.). Our conclusion was that from an application point of view, we should think of STIL as a complete language that encompasses all of the extensions. The subset definitions an application layer that defines the aspects of the language that a given application either uses or is constrained to.
With the above in mind, we decided that dot3 should include the SubSet definition, but should NOT include the extension definition. However, a clear cross reference should indicate in which extension, each subset feature is defined.
The subset statement and the "Usage" statement should be in the same, top level, block.
Tony took the AI to pull the subset information into D10. Tony will first review this with Greg to be sure that he is in agreement.
