Dave Gallagher raised a question about whether we are consistent in the use of scoping. He pointed out that in dot0 it is common for named blocks to replace global blocks (e.g., a named Timing block replace global Timing block). The reason for deciding to merge (instead of replace) global blocks is so that common information across multiple TRCs could be defined in a single block. Greg agreed to review this in more detail to convince himself (and the rest of us) that we are not deviating from the basic dot0 conventions.
Editorial by Tony - It was due to questions by John Cosley, having just implemennted much of dot6 that we chose to change the implementation of dot3 to merge global and timing blocks. Seems like we have chosen to do things in two different ways, depending on which seems most appropriate. A comprehensive app note on this topic would be most useful.
2. Ballot group formation
Tony has prepared a list of names which is comprised of people from the the prior dot1 ballot list, the dot3 working group, and the stilusers group. The list has 49 people on it. IEEE may provide additional people and SA members will be asked if they want to participate. This will be the "invite" list.
3. IEEE - MyBallot process
Tony has discussed the ballot process with our IEEE sponsor (Rohit Kapur). The "MyBallot" account for the dot3 ballot has been established with Tony as the owner. We will all have to learn how to use this process to participate in this ballot.
