IEC 61000-3-3 (1994-12)

Electromagnetic compatibility (EMC) - Part 3: Limits - Section 3: Limitation of voltage fluctuations and flicker in low-voltage supply systems for equipment with rated current <= 16 A  

This standard is is under revision for 120 V 60 Hz systems by IEC/TC77A/WG2/TF1.  It sets flicker standards for equipment connected to the public distribution network.  Equipment will have to comply with this standard to be approved for sale in the European Union.  Many loads with high inrush current will have difficulty to comply with this standard and may need to qualify with the conditional connection of 61000-3-11.

IEC/TR3 61000-3-7 (1996-11)

This is a very useful document for those responsible for accepting fluctuating loads to the distribution system.  I helps relate specific flicker load characteristics to Pst.  It also helps allocate flicker resource among multiple fluctuating loads.

IEC 61000-3-11 Ed. 1.0

Electromagnetic compatibility (EMC) - Part 3-11: Limits - Limitation of voltage changes, voltage fluctuations and flicker in public low-voltage supply systems, for equipment with rated current <= 75 A and subjet to conditional connection.

This standard is is under development by IEC/TC77A/WG2.  It sets flicker standards for higher power equipment connected to the public distribution network and offers conditional connection for equipment that can not satisfy 61000-3-3..
