IEC is considering 120V standards for the flicker meter
Two New Work Projects are in progress. Task Force 1 of 77A/WG2 is preparing a Committee Draft to incorporate 120 Volt standards and adding a new test point to flickermeters.
The new test point is 33.33 Hz for 50 Hz meters and 40 Hz for 60 Hz meters. The problem is that two flickermeters can produce different results on half cycle controllers. Both meters meet the IEC specification, but they read different. The problem is with the suggested but not required Butterworth filter for Pst calculations. Some manufacturers are not using different methods for this block. The new required tet points will assure that all flickermeters give the same results for half cycle controllers.
Another issue with this half cycle controller is the need for different filters for block 5. The 60 Hz flickermeter will need a different corner frequency and higher order to meet the needs.
