Meeting Minutes

IEEE PES Winter Meeting, Tampa, FL

Tuesday, February 3, 1998
  1. The meeting was opened by Larry Conrad, approximately 29 were in attendance.

2. Minutes from the New Orleans IAS meeting was reviewed and approved.

  1. Larry Conrad reviewed the scope of the working group and discussed coordination/liaison with other interested groups.
  2. Liaison Reports
    1. IEEE Standard 141(Red Book), Larry Conrad: The Red Book has been reaffirmed.
    2. Illumination Society, no report. Fouad Dagher has been asked to find a new liaison (Action 19).
    3. IEC (1000-3-7, 4-15), Roger Bergeron: The update to 3-7, which has been classified a Technical Report, covers Fluctuations of Medium Voltages and has been completed. 4-15, is presently a work in progress. It does not cover 120 V equipment. Roger mentioned the differences in analog versus digital measurements which needs to be addressed.
    4. UIE Working Group #2 on Power Quality, Tom Key: Draft #3 of the Flicker paper is available for comments.
    5. CIGRE 36-05, Power Quality, Erich Gunther: A paper discussing the interharmonics and it's relation to flicker was presented. A copy of the paper will be made available to the working group.
  3. Old Business
    1. Mark Halpin reported on the tutorial session held on Monday. Approximately 35 were in attendance and the tutorial generated a lot of interest.
    2. Roger Bergeron reported that the 120 V lamp curves have been submitted to USNC/IEC.
    3. A motion was made to adopt IEC 1000-4-15 with changes to reflect 120V lamps as the IEEE Flickermeter - Functional and design specifications. The motion was unanimously approved. It was proposed that an annex be appended to address limitations on measurements, differences due to culture, etc. and infrequent starts. A draft (Action 23) will be prepared by James Wikston for presentation, by Erich Gunther, at the upcoming UIE meeting in Spain.
    4. Roger Bergeron briefly discussed his handout, Report on UIE Infrequent Starts, 3.5% rule. The report is available on the IEEE web site.
  4. New Business
    1. A proposed application guide on how to avoid flicker problems was discussed. Mark Halpin will develop material for the PAR and present it at the Summer meeting. (Action 9)
    2. Tom Key resigned as Secretary of the TF and Reuben Burch was appointed Secretary.
    3. It was proposed that the TF's paper on Light Flicker be submitted for presentation at the Summer Power Meeting and later submitted for publication in the Transactions. Mark Halpin will coordinate this effort (Action 20). Discussion concerning publication of the paper on the IEEE web site followed. It was agreed that this would be OK until such time as the paper was accepted by the IEEE for publication. At this time, due to copyright agreements , it would need to be removed from the web site.
    4. Since the adoption of the IEC measurement standards, with some modifications, represented a major portion of the working groups task, discussion followed concerning the future direction for the WG. There is still the task of recommending limits for voltage flicker. It was also felt that education would be necessary to insure acceptance of the adopted standard.
    5. A tutorial session was planned for the Summer '99 meeting. It will be an all day tutorial with half day spent on flicker measurement and a half day on assessment. Mark Halpin will lead the effort (Action 26). Volunteers to aid with the preparation of material and the presentation were Tom Key, Roger Bergeron, Tom Blooming, Rory Dwyer, James Wikston, and Reuben Burch.
    6. Mark Halpin reminded the group about the IEEE Power Engineering Review section called Power Engineering Letters. This section is an abbreviated version of a paper but is much longer than the usual paragraph abstract that usually appears in the Review. Mark will investigate this possibility for the TF's paper. (Action 21)
  5. Summary of Action Items
    1. Nine new action items were assigned, see separate action item list.
  6. Next meeting, IEEE IAS Annual meeting, St. Louis, MO, on October 12, 1998.
