Enclosed is v0.3 of the XCB draft for your review.

This should close action item 30 (David and Fabio: "Implement changes 
recommended by Hal Finney and group to the XCB proposal."), and 
incorporate all comments received in the last meeting.

Thanks to David Mcgrew for providing text and math, and to Hal Finney 
for verifying the math.

I will now merge the XCB and EME2 proposals in the 1619.2 Draft 1 and 
post it asap.

Please note below the schedule an dial-in info for monday's meeting.
