I've gone through all the comments received during the first letter
ballot, and incorporate the changes in the document. Comments
resolutions are tracked in these two files:

The .xls file keeps track of a handful of comments that are still open
(including a few that were in the .pdf file). The most important is the
lack of test vectors for EME2, that is being worked on by Hal Finney and
Brian Gladman as we speak.
We'd like to run another letter ballot starting tomorrow, so that we can
have comments before the face to face meeting in mid january. This
will give us a chance to close the (hopefully few) open issues left
during the meeting. I'll post the remaining open comments of the first
ballot as new comments in the second letter ballot.
Tomorrow I'll send another email to officially open the letter ballot.
