[P1619-2] Status Report

This is the status report I gave for 1619.2 at today's plenary, repeated 
here to keep those who weren't in the meeting up to date.

I believe 1619.2 is still on track for a sponsor ballot in June.

We made a great step forward thanks to Hal Finney that provided the 10 
test vectors for EME-2, with the same format used by XCB's vectors. 
We'll have a common data structure definition for both vectors, and then 
a sub clause with pseudocode for each mode.

We have 8 text cases for XCB, and we still need 3 more. David McGrew is 
working on that, as well fixing the 3 cases that didn't pass Hal 
Finney's independent verification.

The major technical comment that is left, and that I'm addressing right 
now is fixing the mix of bit-wise and byte-wise language used in the 
draft. The intent is to have only byte-wise wording.

I'll have Draft 10 out next week that should lead to another round of 
informal comments.
