If we can get a new draft with the missing items completed, then I'll send it to IEEE-SA for a second round of editorial coordination.  If this passes, then we'll start the sponsor ballot shortly afterward...

Major changes are:
- inclusion of EME2 test vectors (thanks to Hal Finney/Brian Gladman)
- change to a more consistent "byte-oriented" language for XCB (thanks to Matt Ball that started this task). There's still some reference to bit and bitstrings, but it's limited to those cases were we're referring to strings that have an odd length. I believe it would be too cumbersome to remove those references to bits.
- addition of XCB decryption figure (and fixed some typos in the procedure)
- pseudocode now has explicit "end" of if/for/while clauses for better readability

The very few things still missing are:
- TOC (that will be added in the very last version of the draft)
- 3 more test vectors for XCB (and independent verification of 4 of the existing ones)
