The changes since rev 10 are:
- TOC
- completed test vectors for XCB (verified with two independent
implementations)
- a few typos fixed in the XCB formulas
- text in pictures is now searchable
- Introductory IEEE boilerplate updated
- word doc has been de-MACified and re-Windowized (thanks to IEEE's Don Messina and Matt Ball)
Please note that the PDF files when opened with MAC Preview show
an odd formatting. Please use Acrobat.
This addresses all the comments we got during the last letter
ballot, and should allow to open the sponsor ballot (I guess as soon as
the pool is closed on aug. 14th)
