[P1619-3] [Architecture] Proposal for key states and state transitions...

This model contains slightly different states than Jon Holdman's proposal and adds transitions and a comparison with the NIST SP800-57 part 1 state model. There is a lot of overlap between the two documents as well as areas not covered by Jon's document that should be considered for the standard.

I would be willing to discuss specifics during either tomorrows architecture meeting, during the face to face on Monday or at some point after people have had time to review this and Jon Holdman's document.
