quick check on IP situation of XEX

Below is a message that I got from Phil Rogaway regarding (what he knows
about) the IP situation of XEX. It seems that we are in the clear here.

I know of no IP claims that would in touch upon XEX itself; I myself
never claimed anything in the direction of a tweakable conventional
blockcipher.
