That's interesting that NIST requires a free reference. I was
frustrated and surprised when I went to FIPS 186-3 -
http://csrc.nist.gov/publications/drafts/fips_186-3/Draft-FIPS-186-3%20_March2006.pdf
- to learn how to do ECDSA signatures, and found that it did not
describe the algorithm. Instead it refers you to ANSI X9.62, which
costs $100 to download.
I guess ANSI standards are treated differently. Maybe they're free to
government employees or something.
