Here is the text for the rule (see 2007 IEEE style guide, section 4.3, last paragraph at
http://standards.ieee.org/guides/style/section2.html):
IEEE has strict rules concerning
the electronic posting of draft standards. It is permitted to place draft standards
on a password-protected site for access by members of the working group or task
force responsible for the development of the document. Draft standards shall
not be placed on a site accessible to those outside the working group. Public
review of the draft is obtained through specific coordination or through the
IEEE Sponsor ballot process.
The rule is straight-forward. You can join the working group by creating an account on
siswg.net, for free.
