protocol between key management clients and key management servers. To
have optional messaging protocols detracts from this being a standard and in
effect makes it an “agreement to disagree”. The messaging
protocol must be simple enough to allow any client to acquire authorized keys. All
policy decisions should be solely in the domain of the key management servers,
