No (in the current form of the proposal)
With all the messaging options, I'd hate to commit to a "guess" which
will be the most appropropriate mandatory messaging protocol for all
types of devices and across the value propositions. I'm concerned about
the risk of getting it wrong limiting the effective scope of the
specification.
Also, there is no differentiation in the proposal between requirements
for the key server and the key servee. As a device vendor, I'm biased to
prefer the heavy load on the host to support many/several rather than on
the device.
I would vote yes for a mandatory discovery protocol.
