[STDS-P1619] Slides for discussion on Operating Procedures during SISWG Plenary

Hi Folks,

Eric Hibbard has prepared the attached slides for today's P1619.x SISWG
Meeting, concerning the changes to our Operating Procedures requested by
IEEE-SA.

We've been operating as a hybrid of the 'Individual' and 'Entity' -based
structures, and we need to pick one or the other.
