[STDS-P1619] Fwd: [STDS-WG-CHAIRS] IEEE-SA Policy and Procedures (P&P) Changes- January 2010



Hi Folks,

It looks like there are a few changes in the IEEE-SA policies.  A couple of them look like they will have a minor effect on SISWG members:

Change 1 requires participants to log-on to IEEE's MyProject website and accept the Obligations for participation.  At this point, I think all the SISWG members have IEEE MyProject accounts, so this should be straight-forward.

Change 5 is an updated IEEE copyright policy that appears to be basically consistent with the existing process.

The other changes do not appear to significantly affect our group, but are worth scanning over.

Please read through these changes so that you are familiar with the current P&P.

Change 1 - Sets the expectation for the behavior of standards participants. It is anticipated that the Obligations signoff page [one time per participant] will be incorporated into myProject by 31 March 2010. [Please see item 4.3 at

Change 2 - Removal of SCC10 as a mandatory coordination body, as SCC10 was disbanded at the end of 2008.

Change 3 - Editorial cleanup of material that should have been deleted in 2006.

Change 4 - Changes timing for submission of copyright permissions from 'prior to ballot invitation' to 'prior to start of the initial ballot'.

Change 5 - IEEE-SA Copyright Policy. This policy will be incorporated into the SASB Bylaws and SASB Operations Manual on 31 March 2010. A copyright policy FAQ has been developed and will be published to our FAQ area (see
http://standards.ieee.org/faqs/index.html) soon.

Change 6 -  States that if a reaffirmation balloting process does not include all necessary components [base standard, amendments, corrigenda, errata], it will be necessary to conduct a recirculation ballot to present that information to the ballot group.

Change 7 - Key documentation [draft standards, meeting minutes, Sponsor ballot materials, Sponsor ballot comments] for the IEEE-SA standards process shall be in the English language.

Change 8 - For the entity standards development process, an entity has the right to send whomever it deems appropriate to participate in an IEEE-SA entity working group meeting, without any judgment of their particular technical expertise.


Change 9 - Reorganization of the standards balloting process sections of the SASB Operations Manual.

Change 10 - For the entity standards development process, every entity observing a project within an IEEE-SA entity standards working group is required to be an Entity Member of the IEEE-SA, and only Advanced Entity Members can contribute and hold voting privileges. Entity nonmembers may observe at one IEEE-SA entity standards working group meeting per project. [This change also removes the per project participation fee.]

Change 11 - Clarifies that the 'balloting groups should have at least 10 members' applies to the individual standards development process.
