IEEE VSSC/1622: Common Data Format for Election Equipment

The IEEE Voting System Standards Committee 1622 (VSSC/1622) is creating standards and guidelines around a common data format (CDF) for election data so that election equipment used in U.S. elections and interfacing software can interoperate more easily and "speak the same language." It is the intention of the VSSC that standards and guidelines being developed will be required in future versions of the Voluntary Voting System Guidelines (VVSG).
The scope of the VSSC/1622 includes addressing the election data elements for a number of election-related use cases, including:
- Voter registration,
- Candidate registration,
- Ballot definition,
- Voting (in all forms) and tallying functions,
- Results reporting,
- Auditing and event logs, and
- Permanent storage of all available data from every election.
The VSSC falls under the IEEE’s Computing Society and Standards Activities Board (C/SAB). The VSSC is working in conjunction with election officials, manufacturers/offerers of election services, and election researchers, as well as the National Institute of Standards and Technology (NIST).
