[IEEE_ISSAA] meeting schedule change

The scheduled meeting for July 25 is canceled.

Stu is completing a final review of the draft changes approved at the
last meeting, but this review could not be completed soon enough for
distribution two weeks before the 25th.

ISSAA will meet at JHU APL on August 22, and go over the draft in its IEEE form.

The meeting scheduled for September 19 may need to change or we may
need to meet without Stu's participation, which may be acceptable.
