I don't think it is a flavor, many things from 1788 are on purpose omitted here, this was, in my understanding, the whole purpose, maybe I am missing something

I would suggest to insert a sentence at line 2 of page 28 (Annex A) if it is not too late.
"IEEE P1788.1 satisfies all General Requirements of IEEE Std 1788-2015 and hence it can be considered a flavor of that standard. This Annex lists all features of the set-based flavor of IEEE Std 1788-2015 that are not ...."
