        New Section N, second paragraph, first sentance:

        "This section defines a second level of conformance to this
        standard, by specifying additional requirements to those new
        implementations for which complete ANSI/IEEE std 754-1985
        compatability is not paramount."

        This is incorrect.  Everything (so far, anyway) in the second
        level of complience is ALSO 754-1985 compatable.  And, although
        we may think of it as applying to only new implementations, we
        should not prevent existing implementations from updating to
        this level.  Therefore:

        "This section defines a second level of conformance to this
        standard by specifying additional requirements."

        The second sentance in that paragraph is still fine.

        The following bullet item "3:" should read as only applying to
        NaNs.

        I think that most (if not all) of the contents of Annex 1 can
        go into new Section N but we can discuss that first if you
        disagree.  That is, that these functions are recommended
        (should) in conformance level 1 & required (shall) in
        conformance level 2.
