Totalorder should not canonicalize declets since it only returns a Boolean.
It compares cohorts with equal exponents but differing declets to be equal.
The text should be re-worded. I suggested at the meeting that a min/max
operation, with an ordering as defined by totalorder, should return only
the canonical declets.
