round-integral-nearest-even (was: 754R draft revised)

What's the point of round-integral-nearest-even in 5.5, as it can't
be used to implement C99 round and Fortran ANINT due to the different
rule for halfway cases? (See the comment from Jon Philip Okada.)

Shouldn't it be replaced by round-integral-nearest-away, that would
round halfway cases away from zero?
