Regarding:

13. Motion: If the 2006-03-07 motion has passed, Shall we remove
                specification for alternate exception handling (Chapter
                8) from the main body of the draft?

I suggest the following changes to the draft:

p 18, signal:  change to "... by invoking the default or a
user-specified alternate handling (Section 7).  Note that ..."

p44, sec 4.4, para 1:  change "Section 8" to "Section 7"

p83, sec 7, para 1:  replace the third sentence with:  "An
implementation might provide modes for alternate exception handling, for
example trapping on exceptions as specified in Appendix T.   Alternate
exception handling modes should be available to the user through
constant-mode declarations (Section 4.4) that specify the exceptions and
the action to be taken if a specified exception is signaled."

Remove Section 8 and renumber.
