Background:
The first attempt to revised the brief conversion text in the draft
has led to a raft of questions. To address these questions in detail,
a specific table (rather than abstract reference to a rounding table,
with "similar" rounding) is needed. Such tables are provided.

Rather than fixing this problem in adhoc ways and introverted rules,
listing the specific rounding results is needed.

As always, editorial reviews can fix-up the text, if
ambuiguities or nontechnical errors are discovered.

I understand this is late-coming, but feel this a better/complete
solution when compared to hastily generated text patches.

Where the result of conversions to integer are listed in a clear
and exact fashion.
