Background: Current text is very hard to follow, since rules oftentimes
have exceptions and the locations of these exceptions are spread
throughout the document. This is likely to generate conflicting
interpretations, thus limiting the success of this standard.
Motion: Replace the draft text with text from dvjTables2006Jul12, Clause
7, updating dependent clauses as appropriate. Note that this does not
include changes to tables in 5.5, which are expected to involve
continued discussions with involved parties before consensus can be
reached.
