Background: The previous definitions of format conversions was vague and
(as illustrated at the last meeting) led to different interpretations
between floating-point experts. The special cases for round-to-unsigned
integer are different than those for signed-integer or floating-point
rounding, so a textual description is difficult to make unambiguous.
Motion: Update current draft with text from dvjTables2006Jul12,
subclauses 7.4.18 and 7.4.19.
