Background: The previous definitions of format conversions was vague and
(as illustrated at the last meeting) led to to different interpretations
between floating-point experts. The distinction between
convertToUnsigned and clampToUnsigned became apparent when both were
thought to be the existing definition. If clampToUnsigned is indeed
useful, it should be defined as a mandatory or recommended operation.
Motion: Update current draft with text from dvjTables2006Jul12,
subclauses 7.4.20 and 7.4.21.
