                discussion.  David Hough wished to test the courage of those
                present by offering an amendment to delete all references to
                decimal encoding which Dileep Bhandarkar seconded.  There was
                some discussion of tabling the motion which was ruled out of
                order at this time so consideration of the amendment continued.
