Editorial note

The glossary stills defines exponent with regard to binary formats.  In
Draft 1.1.2 (July 28, 2006), 3.2.13 defines exponent as "the integer power
to which the radix two is raised..."  The word "two" could be deleted to
allow decimal formats.  I estimate this is an editorial change, and no
motion is necessary.
